Algoma Sailing Club Racing Rules (2007)

Authority

Race shall be sailed under the rules of the I.S.A.F. as amended by the Canadian Class Rules (if applicable) and these sailing instructions, or as amended at a Skippers’ meeting.

Course

The race course will be as described in the current Club Race Schedule, or as verbally described by the Fleet Captain or his designate at a Skippers’ Meeting prior to the race. Skippers intending to race but have not attended the Skippers’ Meeting may be informed individually of the race course. The Fleet Captain or his designate may, at any time prior to the start change the course of the race, provided that all skippers intending to race are so notified. The Fleet Captain or his designate may signal a shortened course if weather or safety conditions so dictate.
All navigational aids in the St. Mary’s River are to be left on the proper side, excepting Mark No. 104, and Mark No. 108, which may be left on either side. NOTE that this does NOT APPLY to navigational aids that are designated as marks of the race course.

Race

  • Two yachts shall constitute an official race.
  • At the Skippers’ Meeting for each race, the Fleet Captain or his Designate will declare whether yachts will race in a single fleet or in separate (designated Gold and Red) fleets.
  • Depending on total numbers, fleets may be started together, or separately.
  • Both fleets may or may not sail the same course..
  • The Spring Series has seven races scheduled. If six or more races are run, there will be one throw out. (Worst result not counted in final standings)
  • The Summer Series has seven races scheduled. If six or more races are run, there will be one throw out.
  • The Fall Series has six races scheduled. If five or more races are run, there will be one throw out.

Starting and Finishing

  • The starting and finishing lines shall be between either: 1: two navigational aids, (either floating or fixed)

or 2: two private marks placed to create a starting line.,

or 3: a mark (private or navigational aid) and a committee boat.

Both starting and finishing lines shall be described at the Skippers’ Meeting

  • The race may be started by the skipper or crew of a designated Starting Vessel. In this case warning sounds only will be used without accompanying coloured shapes. Alternatively a Race Committee Starter in a Committee Boat may start the race, and may or may not utilize coloured shapes in conjunction with warning sounds.

Starting sequence shall be:

1. a sound at 10 minutes
2. a sound at 5 minutes
3. a sound at start.

  • If fleets are given separate starts the Gold fleet will start first and the Gold fleet start will be the Red fleet 5 minute warning. In such a case a Gold fleet boat will give the 10, 5, and Gold start sounds, and a Red fleet boat will give the Red fleet start sound.
  • Premature starters shall be hailed, if possible, by the Starting Vessel or Committee Boat. However, the onus is on the premature starter to restart properly.
  • The finish line shall be crossed in the direction from the last mark of the course.
  • Alternate starting procedures may be designated at the Skippers’ Meeting prior to the race.

Shortened Course

Two sounds shall be given by the Starting Vessel (or Committee Boat if utilized) as the leading yacht is nearing the finish line of the shortened course.

A yacht other than the Starting Vessel may be designated to sound the Shortened Course signal (such as the leading yacht) under applicable conditions. 

Scoring

A yacht shall be considered a starter if she has indicated a desire to race and is in the general vicinity of the start at starting time.

Each yacht finishing shall score as follows: 

First Place - ¾ points
Second Place - 2 points 
Third Place - 3 points
Fourth Place - 4 points
Fifth Place - 5 points
etc.
 
DNF (did not finish) = one more point than last yacht finishing
DNS (did not start) = two more points than last yacht finishing
DSQ (disqualified) = points as determined by the graduated penalty system.
DNC (did not compete) = three more points than the last finishing yacht in each individual race.

The Spring, Summer, and Fall River Race Series races will be scored on a TIME on TIME basis, and Distance Races will be scored on a TIME on DISTANCE basis unless otherwise declared at the Skipper’s Meeting.

The current Time on Time formula used by the Algoma Sailing Club will continue to be used. This formula has been compared to one used by the Georgian Bay Sailing Assoc., and both formulae appear to give virtually identical results.

Ties

  • In the event of a tie between two yachts in a race, the points for their finish place and immediately below shall be added together and divided equally.
  • If tied for a trophy the yachts shall sail a deciding race, if practical. Otherwise, the tie shall be broken by awarding the trophy to the yacht with the most first place finishes in the series, then the most second place finishes, etc. If this does not determine a trophy winner, the yacht that beat the other in the last race of the series in which both ranked as starters shall receive the trophy.

Protests

A yacht protesting another yacht’s actions during a race shall:

  • Try to show a flag in the rigging
  • Try to inform the protested yacht immediately
  • Notify the race committee upon finishing
  • Submit a protest to the race committee giving rule(s) involved, statement of facts, and a diagram if relevant.

Penalty System - 720 Rule

A yacht infringing a rule in Part 4 or 5 which apply to yachts racing or intending to race, may continue racing and complete the course provided she completes a 720 degree penalty turn as soon as practical following the infraction. If flying a spinnaker at the time of the infraction the yacht may complete only a 360 degree turn provided she continues to fly a spinnaker immediately following completion of her penalty turn.

If significant (as defined by the aggrieved party) damage occurs to another yacht as a result of the infraction, the 720 Rule does not apply, and the offending yacht shall retire.


PHRF Handicap Ratings

The PHRF Ratings for 2007 were changed from 2006 as follows:

  • SP ADJ for Cardoso changed from 9 to 24 (does have headsail furling, does not have 180% headsail size).SP ADJ for Sanderson changed from 

Graduated Penalty System

A system of graduated penalties will be assessed for Algoma Sailing Club keel boat races. This system will not apply to dinghy only races, but may apply to keel boat races in which dinghies or catamarans are invited to participate.

The graduated penalty system does not alter the responsibilities of the Race Committee, Owners, Helmsmen, or Crew as outlined in the I.S.A.F. rules.

The Race Committee may also, by announcement at the Skipper’s Meeting prior to a race or series, suspend the graduated penalty system for that race or series.

Rules:
A yacht infringing a rule in Parts 4 or 5 which apply to yachts racing or intending to race, may continue racing and complete the course subject to the imposition of a time penalty applied to the yacht’s finishing time.

The penalty shall be a percentage of the actual elapsed time of the first yacht finishing the race, added to the corrected time of the infringing yacht.

  • For infringing a rule in Part 4 or 5, the standard penalty shall be 4%.
  • If the innocent yacht is recorded as DNF because of collision damage or injury, the penalty shall be 15%.
  • A yacht infringing the race rules more than once in the same race shall have the time for each incident added together to determine its corrected time.
  • The Protest Committee shall have the authority to assess a 15% penalty instead of the 4% standard penalty for rule infringement of a serious or repetitive nature, or for unsportsmanlike conduct.
  • When the infringed yacht intends to protest, it shall act in accordance with rule 68 (protest by Yachts) and shall hail the infringing yacht immediately.
